Casey Sought Balance Between Protecting CIA Assets and
Arresting Them for Their Criminal Activities
In 1982, Director of Central Intelligence Bill Casey,
plagued by arrests of CIA agents for extracurricular criminal
activities, reached an accord with U.S. Attorney General
William French Smith instituting new procedures planned
to "strike the proper balance between enforcement
of the law and protection of intelligence sources and
methods." Casey's letter to Smith acknowledging the
institution of these new procedures is shown below. |
